Prohibits recovery of noneconomic damages (pain and suffering, emotional distress, mental anguish) for motorists injured in collisions if they were uninsured, driving under the influence, operating an unregistered vehicle, or committing a felony at the time of the crash

Bars wrongful death claims for noneconomic damages when the deceased motorist was uninsured at the time of the collision

Creates exceptions allowing affected motorists to still recover noneconomic damages if the other driver was intoxicated or caused the collision intentionally, recklessly, or with gross negligence

Requires three-fifths approval from both chambers of the Texas Legislature to take effect, as authorized under the Texas Constitution

Applies only to causes of action accruing on or after September 1, 2025
