TX SB281

Requires municipal departments and political subdivisions to retain complaints against police officers alleging official oppression (under Penal Code Section 39.03) until at least 5 years after the officer's employment ends

Mandates creation of an abstract of each complaint to be retained indefinitely after the original complaint is destroyed

Makes these complaints and abstracts public information that cannot be withheld under discretionary exceptions to Texas public information law (Chapter 552, Government Code)

Provisions override conflicting terms in collective bargaining agreements or other contracts executed after the bill's effective date; existing contracts remain governed by prior law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
