Amends Section 485.045 of the Government Code to give the office discretion to deny grant applications under the Texas Music Incubator Program

Allows the office to reject applications based on "inappropriate content" or content that "portrays Texas or Texans in a negative fashion"

Requires the office to consider "general standards of decency and respect for the diverse beliefs and values of the citizens of Texas" when evaluating applications

Maintains existing provisions requiring rebates to be granted to music venues and festival promoters that provide the most economic benefit to local communities and the Texas music industry

Takes effect September 1, 2025
