Requires the Texas Department of Transportation (TxDOT) to publish detailed information about engineering-related services contracts on its website within 30 days of contract award, including contract number, primary firm, total dollar amount, execution and termination dates, scope of services, work authorizations, and total payments to date

Mandates weekly updates to the website with current engineering-related services contract information

Requires TxDOT to provide contractors with at least 90 days written notice before making any changes to a contract's schedule or table of deliverables, including slowing, stopping, pausing, or otherwise altering work

When schedule alteration notices are issued, the responsible TxDOT office must report the notice to the executive director, deputy executive director, and chief engineer within 3 days, and post the notice on the department's website within 10 days
