Expands the legal presumption of authorized catalytic converter possession to include not only vehicle owners but also persons explicitly authorized by the vehicle owner to possess the converter

Creates a new criminal offense for selling a catalytic converter removed from a motor vehicle to anyone other than a registered metal recycling entity under Chapter 1956 of the Occupations Code

Classifies the new offense of selling a catalytic converter to an unregistered buyer as a state jail felony

Allows prosecution under both this new offense and any other applicable law if the same conduct violates multiple statutes

Takes effect September 1, 2025
