Expands manual ballot count requirements to include countywide polling places participating in the countywide polling place program, requiring at least one percent or three locations (whichever is greater) to be manually counted

Applies the manual count requirement to both election day and early voting by personal appearance at countywide polling places using electronic voting systems

Authorizes the Secretary of State to select countywide polling places (in addition to precincts) for manual counts in general elections, primary elections, and statewide measure elections

Requires the general custodian of election records to post notice of the manual count date, hour, and place on the county's Internet website home page rather than in the custodian's office

Takes effect September 1, 2025
