Counties with more than 1 million population must ensure the number of polling places within each state representative district does not differ from any other state representative district in the county by more than one

Raises the population threshold from 400,000 to 1 million for counties required to establish early voting polling places in each state representative district during primary elections, general elections for state/county officers, and special legislative/congressional elections

Counties with population between 120,000 and 1 million must establish early voting polling places in each commissioners precinct rather than each state representative district

For state representative districts spanning multiple counties, the required number of polling places is reduced proportionally based on the number of qualified voters residing in each county, as determined by the Secretary of State

Effective date is September 1, 2025
