Allows school district boards of trustees to adopt by two-thirds vote a resolution requiring board members to resign before running for another elected office; the requirement can be eliminated by a subsequent two-thirds vote

Permits boards of trustees to delegate certain decision-making authority to a designee for matters including school uniform exemption determinations, grade finality decisions, and approval of acceleration/credit-by-examination tests

Removes requirement that the board of trustees specifically act on parental consent for extended year programs and arranging community organization partnerships, allowing districts to handle these administratively

Streamlines language regarding career and technology education programs by removing explicit references to "board of trustees" and allowing school districts generally to conduct and supervise such programs
