Requires school district boards to give any public school district, open-enrollment charter school, or state-approved private school the opportunity to make an offer on unused or underused facilities before offering them to other entities, expanding eligibility beyond just charter schools within district boundaries

Mandates school districts obtain an appraisal report dated within 12 months before selling or leasing a facility

Establishes a 90-day exclusive window during which only public school districts, charter schools, and private schools may submit offers, with boards required to accept the best offer meeting or exceeding appraised value

Allows facilities to be offered to the general public only after the 90-day period if no qualifying offers are received from educational institutions

Requires that if a board accepts a public offer, original school bidders must receive 14 days to submit revised offers matching or exceeding the selected offer's financial terms, with the best revised offer to be accepted

Takes effect September 1, 2025
