Creates a 7-member executive committee with 3 gubernatorial appointees, 2 lieutenant governor appointees, and 2 speaker appointees serving 2-year terms, with priority given to individuals from quantum design and manufacturing sectors; initial appointments due by October 1, 2025

Requires the executive committee to develop an annual strategic plan due December 31 each year and submit a biennial report by December 1 of even-numbered years to the governor and Legislative Budget Board

Creates the Quantum University and Business Innovation for Texas Fund as a dedicated account to provide matching funds for state entities including universities, award grants to businesses for quantum projects, and pay for staff support with Legislative Budget Board approval

Administratively attaches the initiative to the governor's office, which must provide staff and facilities, and requires the committee to hire an executive director with experience leading academic, commercial, or governmental partnerships
