Authorizes creation of science park districts in counties with 800,000+ population or adjacent counties, requiring a minimum of 1,000 contiguous acres with access to reliable power, sustainable water, and major transportation networks

Establishes a 9-member board of directors, with temporary directors initially appointed by the governor (3), lieutenant governor (3), and speaker of the house (3), later replaced by elected directors serving staggered two-year terms

Grants districts powers to promote scientific research, technological innovation, and workforce development, including operating education programs with universities, facilitating internships, and collaborating with domestic and international corporations (excluding companies from countries designated as "countries of particular concern")

Allows districts to impose ad valorem taxes and assessments if approved by majority voter election, issue bonds for projects, and participate in tax increment reinvestment zones or tax abatement zones

Prohibits districts from exercising eminent domain power and requires annual reporting to the governor, comptroller, and legislature on activities, expenditures, and progress, plus quarterly public meetings for community input
