Allows municipal hospital authority boards to prescribe director selection methods and terms through resolutions, trust indentures, or agreements securing notes, with changes permitted only by subsequent board resolution

Expands eligibility restrictions for directors to include employees of the authority itself, in addition to existing restrictions on municipal officers and employees

Expands permissible uses of authority assets after hospital sale or closure to include administrative offices, fitness or physical health centers, and medical education facilities

Authorizes municipal hospital authorities to issue revenue bonds for public health initiatives even if they no longer own or operate a hospital, with bonds secured by revenues from health initiatives or facility services

Increases the population threshold for municipalities eligible under certain provisions from 15,000 to 30,000 residents and repeals several subsections of Section 262.034 related to authority operations
