Requires used automotive parts recyclers to obtain a properly assigned title or other ownership evidence acceptable to the Department of Motor Vehicles at the time of acquiring any motor vehicle, nonrepairable motor vehicle, or salvage motor vehicle for dismantling, scrapping, or destroying

Mandates recyclers submit ownership documents to the Texas Department of Motor Vehicles within 30 days of acquiring a vehicle (transfers authority from Texas Department of Transportation to DMV)

Requires the Department of Motor Vehicles to issue a receipt for ownership documents submitted by recyclers

Establishes a three-year record retention requirement for recyclers to maintain copies of receipts issued by the DMV

Repeals Sections 2309.301(d) and 2309.357 of the Occupations Code, with an effective date of September 1, 2025
