Officially cited as the Jovian Motley Act, requiring the Texas Department of Criminal Justice (TDCJ) to provide training on de-escalation, crisis intervention, and behavioral health to correctional officers, their supervisors, and employees who have contact with inmates

De-escalation and crisis intervention training must cover effective communication, alternatives to physical restraints, and techniques for limiting use of force resulting in bodily injury

Behavioral health training must address awareness of inmates with behavioral health concerns, substance use disorders, or intellectual and developmental disabilities, as well as crisis recognition, suicide risk and prevention, and employee assistance programs

Training must be included in preservice training for correctional officers and completed annually by all covered employees

TDCJ must make the required training available by December 1, 2025, with the act taking effect September 1, 2025
