Expands liability for unauthorized signs placed on public road rights-of-way to include not only those who place or commission signs, but also those whose commercial advertisement appears on the sign

Establishes a tiered civil penalty structure: up to $1,000 for first violation, up to $2,500 for second violation, and up to $5,000 for third or subsequent violations

Removes the previous penalty range of $500-$1,000 per violation and eliminates the provision allowing separate daily penalties for continuing violations

Broadens the definition of "person" to include employees, agents, independent contractors, assignees, business alter egos, and successors in interest

Takes effect September 1, 2025, applying only to violations occurring on or after that date
