Requires the Texas Legislature to appropriate funding to general academic teaching institutions using an allocation methodology that includes outcome measures to incentivize students' timely graduation, beginning in the 2026-27 biennium

Mandates that performance-based funding constitute at least 15 percent of the combined total of performance-based funding distributed to all eligible institutions plus other formula funding

Amends Section 61.059 of the Education Code by adding subsection (t) to establish these performance-based funding requirements

Effective date is September 1, 2025
