Expands authority to authorize employee payroll deductions at public universities from only governing boards to also include chancellors of university systems and presidents of individual institutions of higher education

Payroll deductions may be authorized for any purpose determined to serve a public purpose and benefit employees

Governing boards retain authority to adopt policies and procedures governing payroll deductions for their university system or institution

Clarifies that payroll deductions under this section are in addition to deductions authorized by other laws

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025
