Adds special agents from the Office of Inspector General of the U.S. Department of Housing and Urban Development (HUD) to the list of federal investigators with limited Texas law enforcement authority

Adds special agents from the Office of Inspector General of the Federal Housing Finance Agency to the same list

These federal agents receive powers of arrest, search, and seizure under Texas state law for felony offenses only, but are not classified as peace officers

The bill amends Article 2A.002(a) of the Texas Code of Criminal Procedure, which already grants similar authority to 18 other categories of federal criminal investigators (including FBI, Secret Service, DEA, ATF, and various inspectors general)

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
