Amends Section 42.02(f) of the Texas Penal Code to increase the criminal penalty for riot participation when the offender wears a mask or face covering with intent to conceal their identity

Elevates the offense to a Class A misdemeanor if the defendant is shown at trial to have worn a mask or face covering to hide their identity during the riot

Maintains existing law that riot charges match the classification of any higher-grade offense committed by riot participants if that offense furthered the assembly's purpose or should have been anticipated

Applies only to offenses committed on or after the effective date; offenses before that date remain governed by prior law

Takes effect September 1, 2025
