Increases the base penalty for election fraud from a Class A misdemeanor to a second degree felony (2-20 years imprisonment)

Elevates the penalty to a first degree felony (5-99 years imprisonment) when the offense is committed by an elected official acting in their official capacity, up from a state jail felony

Raises the penalty for attempted election fraud from a Class B misdemeanor to a third degree felony (2-10 years imprisonment)

Adds two new election fraud offenses: knowingly counting invalid votes or altering reports to include invalid votes, and refusing to count valid votes or altering reports to exclude valid votes

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by former law
