Repeals all laws and parts of laws governing practice and procedure in civil actions that were enacted before May 15, 1939, while preserving substantive laws

Pre-1939 procedural laws are not superseded until the Texas Supreme Court adopts a rule that governs the same subject matter

Requires the Supreme Court to file with the Secretary of State a list of each law or section that has been superseded when filing a new rule, with the list carrying the same weight as a court decision

Changes the court's rulemaking power from automatically repealing conflicting laws to a structured supersession process for pre-1939 procedural statutes

Takes effect immediately with two-thirds legislative approval, otherwise September 1, 2025
