Prohibits manufacturing, distributing, mailing, prescribing, or providing abortion-inducing drugs in Texas, with exceptions for medical emergencies, First Amendment-protected speech, and conduct by pregnant women seeking their own abortions

Creates private civil actions allowing parents of an unborn child to sue for wrongful death or personal injury from abortion-inducing drugs, with strict, absolute, and joint and several liability for distributors and manufacturers

Establishes qui tam enforcement allowing private citizens to sue violators for minimum $100,000 statutory damages per violation, plus injunctive relief and attorney's fees, with a 6-year statute of limitations

Imposes fee-shifting requiring those who challenge Texas abortion laws in court to pay the prevailing party's costs and attorney's fees if the challenge is dismissed or ruled against

Bars Texas courts from issuing declaratory or injunctive relief invalidating the law's provisions, grants sovereign/governmental/official immunity to state actors defending the law, and declares any contrary court orders void and unenforceable
