Digital service providers must set default account settings for known minor users that limit usage to one hour per day, block messages from unknown users, prohibit comments/likes/reactions on the minor's content, hide their friends/followers list, and disable algorithmic content recommendations.

Verified parents can modify any of these default restrictions at any time through parental control tools.

The bill amends existing Texas law (Chapter 509, Business & Commerce Code) that was established by H.B. 18 in the 88th Legislature regarding digital service protections for minors.

New accounts created after September 1, 2025 must comply immediately; existing accounts of known minors must be brought into compliance by January 1, 2026.

Algorithmic content suggestion, promotion, or ranking is prohibited by default for minor accounts unless a verified parent changes the setting.
