Requires the executive head of each state agency to establish by rule a formal grievance procedure for agency employees by January 1, 2026

Allows employees to appeal disciplinary actions including oral or written reprimands, demotions, suspensions, reductions in compensation, and terminations (both for cause and at-will)

Permits employees to file grievances regarding compensation and working conditions, including required work hours

Classifies appeals under this grievance procedure as contested cases under Chapter 2001 of the Government Code, providing formal administrative hearing protections

Applies to all executive branch agencies, university systems, institutions of higher education (excluding public junior colleges), legislative agencies, and state judicial agencies
