Establishes the Health Professions Workforce Coordinating Council to develop strategic approaches for ensuring a thriving health care system and health professions workforce in Texas, administratively attached to the Department of State Health Services

Council membership includes representatives from 15 state agencies and boards (including Texas Education Agency, Texas Higher Education Coordinating Board, Texas Medical Board, Texas Board of Nursing, and various health licensing boards), plus four governor-appointed members with health care workforce planning experience

Requires the council to compile workforce data and prepare a biennial strategic plan by October 1 of each even-numbered year, including 10-year workforce projections, identification of immediate shortages, and recommendations for education program alignment

Abolishes the existing statewide health coordinating council and its nursing advisory committee, transferring all obligations, property, rights, and duties to the new council and Department of State Health Services

Sets implementation timeline with council members designated by October 1, 2025, nursing advisory committee appointed by December 1, 2026, and initial strategic plan published by October 1, 2026
