Establishes a Statewide Intellectual and Developmental Disability Coordinating Council to develop a strategic approach for providing IDD services in Texas

Council membership includes representatives from eight state agencies and entities (Department of State Health Services, Department of Family and Protective Services, Texas Workforce Commission, Texas Education Agency, Texas Department of Criminal Justice, Commission on Jail Standards, and university disability centers), plus appointed members from advocacy organizations, managed care, service providers, and families

Council must develop and monitor a five-year statewide IDD strategic plan and create a biennial coordinated expenditure proposal for IDD services

Requires annual publication of an updated inventory of state-funded IDD programs and services, including estimates of individuals waiting for or interested in receiving those services

Council must meet at least quarterly, with the executive commissioner designating the presiding officer; effective immediately upon two-thirds vote or September 1, 2023
