Authorizes county commissioners courts to adopt water conservation programs by order for unincorporated areas of the county, including within the extraterritorial jurisdiction of municipalities

Permits counties to establish water use restrictions, water conservation standards for new developments/subdivisions beginning after August 31, 2025, and other strategies to reduce water use and loss

Exempts agricultural operations from water use restrictions and water conservation standards established under these programs

Municipal ordinances prevail over county water conservation orders in cases of conflict between the two

Takes effect September 1, 2025
