Requires the Texas Department of Transportation (TxDOT) to consider alternative project designs that have been approved by vote of a municipality, county, or metropolitan planning organization representing affected local communities

Mandates TxDOT consider negative impacts to local communities from previous transportation projects when developing new highway construction, reconstruction, rehabilitation, or resurfacing projects

Requires the Texas Transportation Commission to review locally-approved alternative designs using standards equivalent to National Environmental Policy Act (NEPA) review processes

Allows TxDOT to reject alternative designs if found to be frivolous, unreasonable, or intended to delay a transportation project

Takes effect September 1, 2025
