Adds a new scoring criterion for low income housing tax credit applications for developments in urban subregions containing counties with populations of 1 million or more

Awards points to developments (excluding supportive housing and elderly housing) that provide a high-quality prekindergarten program and associated educational space on-site, meeting requirements specified in 10 T.A.C. Section 11.101(b)(5)(C)(i)

Applies only to applications submitted during the 2026 qualified allocation plan cycle or subsequent plans adopted by the Texas Department of Housing and Community Affairs

Takes effect September 1, 2025
