Establishes specific size standards for historically underutilized business (HUB) certification: business owners cannot have personal net worth exceeding $1.32 million, and businesses must have annual gross income of no more than $23.98 million while meeting Small Business Administration size standards

Requires mandatory training for HUB certification: 32 hours of initial training for business owners before certification and 8 hours of continuing training annually for recertification, covering program requirements and federal disadvantaged business enterprise (DBE) programs

Creates a criminal offense for intentionally making false reports regarding awards of purchasing or public works contracts to disadvantaged business enterprises

Requires state agencies to establish five-member "good faith effort review committees" (including three DBE community members) to review and approve subcontracting plans before contracts can be awarded

Mandates that state agencies measure HUB participation goals based on amounts that could be counted toward federal DBE participation goals under 49 C.F.R. Section 26.55, and updates the governing disparity study to the "Texas Department of Transportation Disparity Study 2019"
