Prohibits the Texas Commission on Environmental Quality from issuing air quality permits to construct cement kilns within 440 yards of schools or places of worship that are in use when the permit application is filed

Prohibits federal operating permits for cement kilns classified as "major" sources under the federal Clean Air Act within 440 yards of schools or places of worship

Distance is measured as the shortest distance between the cement kiln facility and the school or place of worship building

Applies only to permits issued on or after September 1, 2025, and does not affect existing permitted facilities
