Establishes the Supporting Life Pilot Program under the Health and Human Services Commission to provide care coordination and support services to pregnant teenagers aged 11-20 in counties with populations of 4 million or more (Harris County)

Required services include housing, child care for children 36 months and younger, early childhood education, community health worker services, pregnancy and parenting education, counseling and therapy, parenting classes, and educational/vocational planning assistance

Creates a five-member advisory board appointed by the executive commissioner to consult on program operations, with an executive director hired to manage daily operations, personnel, and budget

Eligibility requires participants to be expecting a child or parenting a child 36 months or younger, with unhoused individuals given priority for program placement

Advisory board members must be appointed by January 1, 2026, program must be established by January 1, 2027, with first legislative report due December 1, 2027; program terminates January 1, 2032
