Directs the Health and Human Services Commission executive commissioner to adopt implementing rules by January 1, 2026, considering CDC recommendations for testing adults and adolescents

Makes implementation contingent on appropriated funding until September 1, 2029, when all requirements become mandatory regardless of funding
