Increases first-time littering offense penalties to a Class C misdemeanor with fines up to $2,000 for litter weighing 5 pounds or more or having a volume of 5 gallons or more

Establishes enhanced penalties for repeat offenders: Class B misdemeanor with fines up to $5,000 for one prior conviction, and Class A misdemeanor with fines up to $10,000 for two prior convictions

Creates escalating fines for offenders with more than two prior convictions, adding $10,000 to the previous conviction's fine amount, with a maximum cap of $50,000

Requires convicted offenders to perform community service and reimburse the county or municipality for any cleanup costs incurred

Applies only to offenses committed on or after September 1, 2025
