Adds a second conviction for indecent assault (Penal Code Section 22.012) to the list of offenses requiring sex offender registration, excluding cases where the second violation results in deferred adjudication

Extends the registration requirement to second violations of substantially similar indecent assault offenses under federal law, other states' laws, foreign country laws, or the Uniform Code of Military Justice

Updates procedural provisions to require the Texas Juvenile Justice Department (rather than the former Texas Youth Commission) to conduct prerelease notification and registration for applicable juvenile adjudications

Applies only to offenses committed on or after September 1, 2025; offenses committed before that date remain governed by prior law
