Amends Section 37.011 of the Alcoholic Beverage Code to expand eligibility for operating agreements with in-state distilleries

Allows nonresident seller's permit holders who own an out-of-state distillery and also hold a Texas distiller's and rectifier's permit to enter into operating agreements with Texas distiller's and rectifier's permit holders

Operating agreements permit nonresident sellers to manufacture, rectify, purify, refine, and mix distilled spirits and wines on the Texas permit holder's premises

Nonresident sellers under these agreements may bottle, label, package, and sell their finished products in Texas to permitted distillers, rectifiers, wholesalers, and authorized out-of-state wholesalers and manufacturers

Takes effect September 1, 2025
