Requires school districts to complete a vetting process with accurate projections of student enrollment, average daily attendance, and associated costs before executing contracts with open-enrollment charter schools or entities to operate district campuses

Mandates that contracts clearly state shared service fees and include formulas for adjustments based on actual use or changes in student population

Requires all federal funding received for campus students (including ADA and Title I funds) to be passed directly from the district to the partnering school or entity without unauthorized deductions

Establishes mandatory annual financial reviews and reconciliation of all partnership payments at the end of each school year

Authorizes the Texas Education Agency to provide guidance on partnership contracts and to audit district-charter school partnerships; applies to contracts entered into or renewed on or after September 1, 2025
