School districts designated as "districts of innovation" under Chapter 12A may begin instruction for students on or after the third Wednesday in August, rather than the standard fourth Monday in August

Removes the ability for local innovation plans to include "modifications to the school day or year" as part of their comprehensive educational program

Prohibits districts of innovation from seeking exemption from the new third Wednesday start date requirement through their local innovation plans

Changes apply beginning with the 2026-2027 school year for the start date provisions

Local innovation plans adopted or renewed before the Act's effective date remain governed by prior law; new restrictions only apply to plans adopted or renewed after the Act takes effect
