Increases the maximum length for transmission lines connecting to load-serving substations or metering points that are exempt from certificate of public convenience and necessity amendments from three miles to five miles

Maintains the existing two-mile limit for transmission lines connecting to generation substations or metering points

Exemption still requires written consent from all landowners whose property would be directly affected by the transmission line

Exemption still requires that all necessary rights-of-way have been purchased before construction

Effective date: September 1, 2025
