Regional education service centers must employ and train technical assistant superintendents to serve school districts with fewer than 3,000 enrolled students, maintaining a ratio of one technical assistant superintendent for every three qualifying districts

Technical assistant superintendents will help small districts participate in state and federal programs including the teacher incentive allotment, local optional teacher designation system, school safety grants, and the Rural Pathway Excellence Partnership (R-PEP) program

Technical assistant superintendents may travel to assigned districts to provide in-person administrative support

The Commissioner of Education may monitor regional education service centers to ensure compliance with these requirements

Requirements apply beginning with the 2025-2026 school year, with the act taking effect immediately upon two-thirds vote or September 1, 2025
