Adds "special needs" as a new required topic (item 14) in the mandatory judicial training curriculum for district judges, statutory county court judges, associate judges, masters, referees, and magistrates

Requires judges to complete 12 hours of training during their first term or first four years of service, including 4 hours on trafficking/child abuse issues, 6 hours on victim resources and gender bias, and 1 hour on family violence dynamics

Mandates an additional 5 hours of training for each subsequent term or four-year period, including 2 hours on child development and medical findings related to abuse, plus 1 hour on family violence

Requires judges with primary responsibility for family law or family violence matters to complete an additional hour of family violence training every two years

Takes effect September 1, 2025, and applies to all judges elected, appointed, or holding office on or after that date
