Prohibits state agencies that issue occupational licenses from adopting rules, policies, or penalties that limit a person's ability to obtain, maintain, or renew a license based on sincerely held religious beliefs

Prevents state agencies from burdening license applicants' or holders' free exercise of religion, freedom of speech regarding religious beliefs, or membership in religious organizations—even through generally applicable rules

Exempts the Texas Commission on Law Enforcement (peace officer licensing) from these prohibitions and preserves agencies' authority to enforce professional standards of care and practice

Does not authorize license holders to refuse medical services necessary to prevent death or imminent serious bodily injury, and cannot be used as a defense against sexual misconduct allegations or criminal prosecutions

Allows affected individuals to assert violations as a defense in administrative hearings or to seek injunctive relief through judicial proceedings; takes effect immediately with two-thirds legislative vote or September 1, 2025
