Elevates arson targeting a government building from a second-degree felony to a first-degree felony under Texas Penal Code Section 28.02(d)

Adds government buildings to the existing list of properties where arson automatically qualifies as a first-degree felony, which currently includes habitations and places of assembly or worship

First-degree felony arson also applies when bodily injury or death results from the offense

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by former law
