Creates civil liability for individuals who commit unlawful vote harvesting, allowing harmed candidates to sue for damages

Defines a harmed candidate as one whose opponent received votes attributable to the vote harvesting offense, regardless of whether the opponent knowingly participated

Establishes damages including compensation received for vote harvesting services, fair market value of benefits exchanged, $25,000 penalty per affected vote, and attorney's fees and court costs

Allows additional punitive damages if the number of voters contacted exceeds the margin of loss, including recovery of campaign expenditures, ballot filing fees, and the salary the candidate would have earned in office

Imposes joint liability on all defendants found liable for vote harvesting damages, and exempts these cases from expedited actions procedures and anti-SLAPP protections under Chapter 27

Takes effect September 1, 2025
