Lists 39 specific separation codes (including BLC, JRA, 249-257, 586, and others) that indicate discharge based on sexual orientation, which trigger eligibility under this provision

Grants affected individuals full entitlement to all state benefits, rights, privileges, and immunities provided to honorably discharged veterans

Requires state agencies and officers to accept DD Form 214 "Service 2 Copy" or "Member 4 Copy" as proof of discharge status, with an effective date of September 1, 2025
