Prohibits providing individualized advice on veteran disability claims unless the advice is given through individuals accredited by the Department of Veterans Affairs

Bars businesses from accessing or attempting to access veterans' benefit information through the VA's eBenefits portal

Establishes civil penalties of up to $25,000 per violation, with immediate effect upon two-thirds legislative approval or September 1, 2025
