Amends Section 301.027 of the Property Code, which prohibits discrimination in access to multiple-listing services, real estate brokers' organizations, and other real estate-related services based on race, color, religion, sex, disability, familial status, or national origin

Expands the definition of discrimination in membership terms and conditions to include the initiation of ethics complaints against a person for speech involving matters of public concern or religion

Applies only to complaints filed with the Texas Workforce Commission civil rights division on or after the effective date; earlier complaints remain governed by prior law

Takes effect September 1, 2025
