Imposes a five-year ban on school districts using their buildings as polling places for trustee or bond elections if they fail to make the building available when selected as a polling place by another authority

Increases the criminal penalty for presiding judges who fail to properly prepare precinct returns from a Class B misdemeanor to a Class A misdemeanor

Authorizes the secretary of state to assess administrative penalties up to $500 per day against counties that fail to comply with audit requests within 14 days, and allows the secretary to supervise activities when election records are not delivered on time
