Allocates $10,000,000 from the Texas Emissions Reduction Plan Fund to support recycling infrastructure projects that reduce emissions through the Recycling Innovation Grant Program under Section 361.0155

If the fund earns less than $10,000,000 in interest, the commission must allocate whatever amount of interest was actually earned to the recycling program

The funding mechanism is tied to interest earnings from the Texas Emissions Reduction Plan Fund, which is a trust fund held by the comptroller and administered by the commission

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
