Requires electric cooperatives, electric utilities, and municipally owned utilities that distribute electric energy to submit distribution pole management and inspection plans to the Public Utility Commission of Texas

Plans must include scope and objectives, roles and responsibilities of oversight personnel, processes for pole management/inspection, training and certification procedures for inspectors (including third-party vendors), and a proposed implementation budget

The commission must approve, modify, or reject submitted plans within 180 days of submission

Entities must submit compliance updates to the commission at least once every three years, detailing progress on plan objectives and implementation costs

Initial plans must be submitted by January 1, 2026, with the act taking effect immediately upon two-thirds legislative approval or September 1, 2025
